Among the most consequential projects in the history of Earth science was the 1957-1958 International Geophysical Year (IGY)\, a crash program to study the planet through worldwide collaboration. In the midst of the Cold War and global decolonization\, tens of thousands of scientists and citizen volunteers from East and West\, North and South\, crossed political and ideological lines for the IGY. What they discovered shapes much of what we know about our common planetary home today. \nA paper will be pre-circulated.

Passcode: 538678 \nAbout the Speaker \nDr. Qingfei Yin is an Assistant Professor of International History (China and the World) at LSE. As a historian of contemporary China and inter-Asian relations\, her research focuses on China’s relations with its Asian neighbors\, Asian borderlands\, and the Cold War in Asia. She is particularly interested in how the global Cold War interacted with state-building projects in Asia. Her first book State Building in Cold War Asia: Comrades and Competitors on the Sino-Vietnamese Border (Cambridge University Press\, 2024) weave together international\, national\, and transnational-local histories to present a new approach to the highly volatile Sino-Vietnamese relations\, centering on the two modernizing revolutionary powers’ competitive and collaborative state building on the borderlands and local responses to it. Subsequent projects are a history of China’s ocean shipping industry and the historical memory of the Sino-Vietnamese Cold War partnership in the two countries. Her research has been funded by the Association for Asian Studies China and Inner Asia Council and the Henry Luce Foundation/ACLS Program in China Studies. \nQingfei is an alumna of the LSE-Peking University Double MSc in International Affairs Programme. She studied International Politics and History at Peking University for her undergraduate degrees and completed her PhD in History at George Washington University. Before returning to LSE\, she was Assistant Professor of History at Virginia Military Institute. She also serves as the Book Review Editor of Journal of Military History and on the Editorial Board of Cold War History. \nQingfei is a passionate scholar-teacher. She has been nominated for the LSESU Teaching Awards multiple times. In 2024\, she is among the recipients of the LSE Excellence in Education Award.

Interactions between citizens and their rulers shaped the social fabric and political realities of the city. Notably\, low-ranking Ba’th party officials functioned as crucial intermediaries\, deciding how regime policies would be applied. Charting the social\, economic\, and political transformations of Iraq’s capital city\, Alissa Walter examines how national policies translated into action at the local\, everyday level. \nWith this book\, Walter reveals how authoritarian governance worked in practice. She follows shifts in mid-century housing and urban development\, the impact of the Iran–Iraq and Gulf Wars on city life\, and the manipulation of food rations and growth of black markets. Reading citizen petitions to the government\, Walter illuminates citizens’ self-advocacy and the important role of low-ranking party officials and state bureaucrats embedded within neighborhoods. The US occupation and ensuing sectarian fighting upended Baghdad’s neighborhoods through violent displacement and the collapse of basic state services. This power vacuum paved the way for new power brokers\, including militias and neighborhood councils\, to compete for influence on the local level. \n \n \nAlissa Walter is an Associate Professor of History at Seattle Pacific University. She earned her MA in Arab Studies and her PhD in Middle Eastern History from Georgetown University in Washington\, DC. In the aftermath of decolonization\, Soviet officials viewed themselves as having been drawn into a new field of Cold War competition with their western rivals—not only for the hearts and minds of Asian and African citizens—but also for their tongues. Soviet officials anxiously interpreted British\, American\, and French efforts to promote English and French language instruction in postcolonial Asia and Africa as a threat to their own\, emerging interests in the Global South. In response\, they developed their own project to use Russian as a form of soft power on the two continents—a project that derived heavily from the very countries whose influence it was designed to combat.
