Livestream—Teen Access to Contraception: Health Impacts and Policy

Access to confidential reproductive health care — including contraception — is a critical component of adolescent health. Many teens who are sexually active seek contraception to prevent unintended pregnancy, yet policies requiring parental consent can create significant barriers, particularly for those who are unable or unwilling to involve a parent in their health decisions.

While federal programs like Title X have historically ensured confidential access to contraceptive services for minors, recent legal developments in Texas have restricted this access, placing teens and providers in a challenging position. Unlike many other states, Texas does not allow minors to consent to their own contraceptive care outside of specific circumstances, further limiting access for vulnerable youth.

In this panel discussion, experts from the Baker Institute will examine the evidence on minors’ access to confidential reproductive health services and the evolving policy landscape in Texas.
